How We Work
COIL’s activities fall under three areas of work:
1. Educational Programming.
We develop and provide educational programming opportunities for Colorado and Israeli companies and institutions to learn about each region’s respective business and investment climates, industry trends, economic and geopolitical developments, and cultures. We promote Israel in Colorado, and we promote Colorado in Israel.
Our educational programming activities include: hosting expert briefings; conducting webinars; convening panel discussions and events; promoting BIRD Foundation grants; and sponsoring and attending community events and trade conferences.
COIL’s educational programming activities are organized and implemented by the Colorado-Israel Economic Partnership Institute, a 501(c)(3) charitable organization.
2. Business Facilitation.
We provide business facilitation services for Colorado and Israeli companies and institutions to explore, connect, and conduct business with each other’s regions, including strategic partnerships, B2B and B2C introductions, B2G engagement, impact trips and delegations, and scouting and sourcing technology and innovation.
Our business facilitation services include our Colorado-Israel Connects program for Colorado companies and institutions and our Fee-for-Service offerings designed primarily for Israel startups, innovators, and investors interested in exploring the Colorado market.
COIL’s business facilitation activities are organized and implemented by the Colorado-Israel Chamber of Commerce, a 501(c)(6) organization.
3. Policy Advocacy.
We act collectively as a policy advocacy coalition to promote and lobby for policies and programs that support Colorado-Israel economic, trade, investment, and innovation ties.
Our policy advocacy activities include engaging with Colorado elected and appointed policymakers at the city and state level, including the Office of the Governor and Colorado General Assembly, as well as advocating collectively for business and policy initiatives that support Colorado’s international relations, trade, and global commerce priorities.
COIL’s policy advocacy activities are organized and implemented by the Colorado-Israel Chamber of Commerce, a 501(c)(6) organization.

Promoting cybersecurity innovation to protect against the growing threat of cyber attacks, ensuring the safety and resilience of critical infrastructure sectors and digital networks.
Bio-Tech and Health
Growing the presence of research institutions, renowned scientists, and more than 2,500 bioscience-related companies from life-saving drugs to advanced devices in Colorado, and contributing to the world-recognized bioscience sector in Israel.
Industry and Manufacturing
Tapping into manufacturing innovation and Industry 4.0 with nearly 6,000 manufacturers across a variety of business sectors in Colorado ranging from electronics to aerospace and a network of thousands of factories throughout the Israeli ecosystem.
Business Consultation
Our suite of services is designed to educate, guide, and empower organizations from Colorado and Israel with the goal of creating long-lasting collaborations that generate economic value. Central to our services is matchmaking-both business-to-business and business-to- government-complemented by import/export services, business coaching, and educational opportunities to familiarize members with each ecosystem.
